By default, yes you need to port forward the TS port.

Hi, Im trying to install a TS3 server on a Linux Ubunto 12.0 64bit, its the
same way you show on this video? By the way, I dont need to open the doors
of the router of the server? Just install the TS3 server and use the IP or
the VPS? Thank you
