just sorted mine you need to open outlook from your pc not by clicking a link to email someone you then have the tool option then account settings simple from there

when u open outlook, go to tools > account settings and enter your email information u would like to use through outlook. After you’ve done this, you will see the send button and be able to use it properly.

Go to Tools -> Account Settings and set up your email to be able to see the Send button. Otherwise you have no default email address to mail from, therefore no send button.

You would have to link your email account to Outlook 2007. There is tutorials all over the internet on how to do this.
